Title of the Book: “Human
Rights Education: Issues and Challenges.”
Language- English
Concept Note
Human Rights Education cuts across all disciplines and can
be defined as education, training and information aimed at building a universal
culture of human values and rights. Further, human rights education encompasses
developing values and reinforcing attitudes and behavior which uphold human
rights ethics and defend and promote human rights action. It is a great challenge to educate the youth
to gain knowledge of human rights and its mechanisms and also to develop the
skills needed to promote, defend and apply human rights in daily life. The
manner in which Indian habitat is changing and transforming with great impact
on our lives, the Human Rights Education should be given priority.
Human Rights Education should be differentiated from the
Human Rights Laws although both are closely related. While Human Rights
Education provides the historical, social, philosophical and political context
of human rights, Human Rights Laws provide the legal framework for the
protection and implementation of Human Rights. It may be noted that Human
Rights Education has relevance at almost all the stages of education. The study
of Human Rights Laws, on the other hand, is a specialized kind of activity and
training. This distinction needs to be kept in mind while addressing the issues
and challenges of Human Rights Education.
Human Rights Education has assumed a new significance with a
growing global concern that new generation should be sensitized on human rights
issues. The process of globalization and the changing global order, in which,
the borders are losing importance, bringing nations and people together,
further underline the importance of the issue.

Concept Note
Violence against
women is rooted in global culture that discriminates and denies them equal
rights with men. Even today, women work more than men but earn less, eat last
and least, own less property and have minimal access to education, employment,
housing and healthcare in comparison to men. This global culture of
discrimination denies them human rights and legitimizes the violent appropriation
of women bodies for the gratification of men’s needs and sweet will. Cultural
and religious values rooted in unequal power relation between man and woman, justify
the abrupt denial of human rights to women. Be it right to life or security,
food or health care, women are denied access to humane conditions of life. Being marginalized, they have no right to
speak or to be heard and become victims of many kinds of inhuman atrocities and
are often out of the development agenda. But, as the nobel laureate Prof.
Amartya Sen says, “India must focus on its women” we must change our negligent
attitude towards them. The time has come to a full circle. We cannot afford to
discriminate against women and continue with our custom of shunning their
desires, cutting their tongues and changing them into stones or nightingales
like Ahilya or Philomela. We have to check and stop the physical and mental
violence against them immediately but how to provide them safety and security
in a violent world, is a million dollar question. Even in a country like India,
which believes in a culture of respect to motherhood, the infanticide takes
place, a small girl takes care of her siblings and works at home and outside
while her brother goes to school, a wife is beaten and the daughter is unwanted
and undernourished. Women of any age as young as one year and as old as 70
years are raped and killed. The most unfortunate part of the story is that younger
generation is also infected and has grown cruel to girls and has no regard to
any kind of human values and action. The book aims at discussing all such issues
related to woman and violence with these soul rending words,
“Maa mere pankh de do main udna chahti hun
Meri kitaben de do main padhna chahti hun
Mujhe apne garbh men palne to do
Main bhi jeena chahti hun”.
